t and it appears it is not affecting service this morning. >> thank you, cate caugiran in san francisco. 4:32. breaking news out of afghanistan. two americans have been killed in an insider attack. i u.s. official says an afghan police officer opened fire inside a police station while u.s. forces were visiting. a gun battle ensued killing through two troops and three afghan cops, in a province where the majority of u.s. services are members of special forces. the country has nullified the 1953 armistice that ended fighting in the korean war. the communist government is upset by last week's united nations vote to impose more sanctions because of north korea's nuclear activities. this comes as south korea and u.s. troops hold drills that north korea claims are preparations for an invasion. thousands of people who earn the minimum wage in san jose just got a raise. they are now making $10 an

hour. the $2 increase is because voters approved the pay hike in november. san jose's mayor is concerned that some businesses will not be able to handle the hike. he is concerned about the people he says who are likely to lose their job. >> as minimum wage goes up small businesses in particular will make accommodations, some will absorb the costs, some pass it on to customers and some will have to lay people off. >> a campaign is kicking off today to encourage people to spend money in san jose. redwood city could join many of its neighbors on the peninsula tonight and vote to ban most retailers from giving out single use plastic bags. the plan before the city council would also require a 10- cent charge for paper bags. san mateo county adopted a plastic bag ban in november and the county says only a small percentage of those bags gets recycled. for the first time in three months gas prices have dipped a little. six cents in the last couple of weeks. nationwide, the average for a

gallon of unleaded is $3.74 according to gasbuddy.com. san francisco average is $4.15. over in oakland it's $4.10. san jose at $4.11. the low he was average prices in california are in sacramento at $4.02 a gallon. a new compliance director is set to begin work today at the oakland police department. a u.s. district court judge appointed thomas frazier to oversee the opd reform efforts. he is the former police commissioner of baltimore, maryland and former deputy chief in san jose. his job is to get oakland police to comply with the set of reform measures that were supposed to be completed five years ago. a popular berkeley restaurant will resume taking reservations today just days after it was damage by fire. chez panisse has canceled all reservations through march 23

but starting today will take new reservations for after that date. the cause of friday's fire is still under investigation. there was a rocket launcher among the weapons turned in at a gun buy-back in vallejo this weekend. nearly 350 firearms were turned in, in exchange for $30,000 worth of cash and gift cards. the guns that were turned in were disabled on the spot. but a rocket launcher? >> yeah. that's a little concerning. >> yeah. >> a little bit. at least it's been turned in. 4:35 now. what a glorious weekend. i think we have more of the same this week, too, right? >> it's going to be an unbelievable few days ahead. we'll see a lot of sunshine. some of the temperatures in the upper 70s close to 80 degrees in some of the warm ever spots. outside now chilly to start your day. you can see high pressure beginning to build in nicely. this is a strong ridge now settling in along the west coast so we have plenty of sunshine coming our way just a couple of patches of fog at the immediate coastline. we are seeing fog on the san mateo county coast. over the bay looking good right now. we are seeing some colder

temperatures in the valleys. some 30s there showing up in santa rosa, 37. huh in san jose and 46 in san francisco. by the afternoon, enjoying plenty of sunshine and here come the 60s and even some mid- 60s in some of the warmer spots but getting even warmer these next few days. how long will this beautiful weather last? we'll talk about that in a moment. >> we'll start off with a live look this morning on the back- to-work commute in the east bay at 880. there is roadwork in lanes. a couple of lanes blocked in the general vicinity between 66 and high street. they may have picked it up already. i'm not seeing much in our camera. it was scheduled to be closed until 5 a.m. various on-ramps could be shut down in the area, as well. out towards the bay bridge toll plaza, and this is a live look near the "s" curve. traffic towards treasure island. so far looking good no major delays this morning all the way towards the bay bridge toll plaza and continuing on the upper deck. to our maps now and more

overnight roadwork could slow you down. this will be out there for a while eastbound 580 approaching north greenville road until 11:00 this morning various lanes blocked. you can see delays going against the commute. they actually took a break on that roadwork last week. we have been seeing it in lanes for a while now. westbound 580 through the altamont pass so far cruising along towards the dublin interchange. that's a check of your "timesaver traffic." back to you guys. >> thank you. a fresno county animal sanctuary where a lion killed a volunteer intern is open to the public once again. project survival's cat haven observed a moment of silence yesterday for diana hanson, who was killed wednesday. the lion was later shot to death by a sheriff's deputy. the park founder says cat haven reopened with the consent of hanson's mother. >> it's important for us to return back to normal operations here at the cat haven. and diana would really want us to do that. >> hanson was cleaning the lion

enclosure at the time of the attack. investigators believe the lion got out of its feeding cage, then broke hanson's neck with a swipe of his paw. the conclave of cardinals begins it week at the vatican to select a new pope. vinita nair explains how the process of picking a pope will begin. reporter: cardinals filed into the vatican this morning. it's the last day of discussions after more than a week of talking about the church and what kind of qualities they want to see in the next pope. it's almost time to start voting. >> they have now got to talk not about the issues of the church but who. they have to come up with a name, a person. >> reporter: whoever is picked will be introduced to the world from this window at st. peter's basilica. today workers draped red velvet curtains on either side. tomorrow the voting process known as the conclave begins. some names of front-runners have emerged. >> a week ago we would have said wow we have a lot of work to do, but now you see a sense of resignation and trust and faith. >> reporter: the conclave seems to be shaping up like a the

bale between supporters of the vatican bureaucracy known as the curia and outsiders who want reform. the roman-based cardinals are reportedly backing the archbishop of sao paulo although known in the curia and on the commission which oversees the vatican bank. on the other side of the ledger is cardinal angelo scola, although he is italian, he is based in the law and is considered somewhat who would clean out many of the roman insiders. if either of those names should falter, experts say there is a real possibility an american could rise to the top. boston cardinal sean o'malley and new york cardinal timothy dolan are the leading u.s. papal contenders. vinita nair, cbs news, vatican city. >> that conclave will begin tomorrow morning with mass. this is a live picture of

vatican city. the cardinals will vote tomorrow afternoon. and just a note, "cbs this morning" broadcasting live from vatican city beginning today all week long. today is the second anniversary of the 9.0 magnitude earthquake and tsunami that killed nearly 19,000 people in japan. 300,000 people are still homeless two years after the quake and that devastating tsunami. an estimated 1.5 million tons of debris washed out to sea and some of that debris continues to show up on beaches. there's still plenty of work to do at the santa cruz harbor heavily damaged by the japan tsunami. they expect to work through the summer to rebuild several destroyed docks. some docks at the harbor still have to be demolished and then replaced. 4:40. coming up, a lifetime commitment isn't cheap. how the economy is impacting the price for a wedding.

a powerful explosion injured five firefighters in new jersey. it broke out yesterday morning in harrison and burned for several hours before it was brought under control. the backdrop that caused the explosion is dangerous for even the most experienced fire crews. a chief was hurt. >> when that glass blew out it hit him everywhere. he was bleeding profusely. >> it started in a restaurant and spread to an apartment

been. no civilian injuries were reported. defense secretary chuck hagel is not saying much about his meeting in afghanistan with hamid karzai. karzai accuses the u.s. and the taliban of being in cahoots to show that violence in afghanistan will get worse if most coalition troops leave as scheduled. hagel said the allegations are false, although he understood karzai faces political pressure in the country. karzai's comments follow two deadly suicide bombings in afghanistan on saturday. time now is 4:44. let's check the weather. >> let's bring lawrence in. you delivered in a big way. 80 degrees in the middle of the week. outside cool early on. patchy fog along the san mateo county coastline, otherwise mostly clear inside the bay and

also the valleys. that ridge building in now very nicely so it's going to set the substantial for probably the nicest weather we have seen so far in quite some time. it's been nice the better part of winter. so clear inland, patchy fog, mostly sunny this afternoon and warmer temperatures. dre and warm weather continuing feeling like spring outside with some of these temperatures soaring well foot 70s the next few days getting near 80 inland. out over the bay right now, looking good. we have some chilly temperatures in some of the valleys starting out into the 30s in santa rosa, 45 in san jose and 46 degrees in san francisco. that ridge of high pressure going to dominate the next few days a very strong ridge so any chance of storms heading well to the north won't be until nearly the end. week before this whole system breaks down so we are in for a nice stretch of weather just patchy fog at the beaches. mid-70s in the central valley, 74 in sacramento. 76 in fresno. 67 degrees even in yosemite is going to melt some snow there and 79 degrees in redding. so we start out with a couple

of patches of fog. you have seen just enough of a sea breeze to bring fog in at the coastline most places inland clear and overnight patchy fog at the coast but most areas inland will be clear. temperatures going to be 70 degrees beautiful in san jose. 71 los gatos. 73 morgan hill. east bay temperatures, 74 brentwood, 73 napa, 72 pleasanton. inside the bay cooler but sunny and bright. 64 in oakland, 58 san francisco. next few days, temperatures topping out near 80 degrees by wednesday. then we'll begin to cool things down on thursday, a few more clouds and cooler temperatures throughout the weekend but these next few days, elizabeth, going to be fantastic. >> look at wednesday. it's this close to 80 degrees. looking good. outside right now as you head back to work on this monday morning, things are quiet. we're still seeing some areas of overnight roadwork but i want to show you where things are perfect no delay at all.

this is in the south bay at 101 and mckee. northbound and southbound both at the limit. crossing the san mateo bridge, we just got a heads up from chp that there is a stall reported in lanes. it's right there westbound 92 on the high-rise -- or on the incline section approaching the high-rise sections of the san mateo bridge. no problem at this time of the morning. hayward, so far eastbound traffic on 92 is moving at the limit, as well. to our maps and the golden gate bridge no overnight roadwork in either direction. we haven't seen that for a while so no major delays towards the waldo tunnel. they are doing some lane changes now. this is one of those lane change trucks driving past. no issues heading into san francisco from marin county. westbound 4 all green on our traffic sensors from antioch towards the concord area. and a quick check of milpitas, if you are leaving that 880/237

interchange, so far quiet all the way towards sunnyvale. once again that roadwork continues this morning eastbound 580 approaching north greenville so this is going against the commute until 11:00 this morning. only one lane is open. in the meantime westbound 580 so far looks great from tracy all the way out to livermore and bart so far no delay on any bart line. that is your "timesaver traffic" camera. starting tomorrow new yorkers can no longer order large sugary drinks at restaurants. the ban offered by the mayor limits stores and restaurants from selling drinks larger than 16 ounces. some restaurants are waiting hoping a court challenge stops or delays the restrictions. >> this is in the country's interest. this year, for the first time in the history of the world, more people will die from too much food than from too little food. >> mayor bloomberg went on to

say it's not a ban but it is about portion control. you can find first lady michelle obama on twitter today answering questions on her let's move initiative. the program is celebrating its third anniversary this year. the let's move initiative aims to solve the problem of childhood obesity within a generation. president obama hopes to gain bipartisan support to repeal the $85 billion budget cuts including meetings with republican lawmakers who refuse to consider tax increases. >> it's time to start leading. the way you do that is to quit poking your fingers in eyes and start building relationships. i think he has a great chance to accomplish a big deal. >> at the end of the day we'll have to find a balanced solution involving all elements talking about revenue and expenses and talking about

entitlements. we have to do that. >> meanwhile the senate will unveil its plan to keep the government running after the end of march. stock futures suggest a lower open this morning. asian markets were higher today after last week's jobs report. the u.s. report helped the blue chips to the sixth straight gain. the dow opens this morning at another record high after adding 67 points on friday. the nasdaq was up 12. the u.s. forest service is expected to pull back on some firefighting efforts this year. the forest service went $400 million over its firefighting budget last year. federal and state governments spent more than $580 million last year to fight fires. lightning is blamed for starting more than 80% of the largest fire in 2012. couples are spending more to tie the knot. according to theknot.com, the

museum. 10 moving trucks are in the process of taking the exhibits from the old home at the palace of fine arts to the new site at fire 15. the stops include various neighborhoods such as the mission and the bayview. and the new exploratorium opens up on april 17th. ♪ [ music ]♪ thousands of people got to enjoy the city's first sunday streets event. organizers closed off a route a little over three miles long stretching from king streak on the embarcadero to fisherman's wharf and down 3rd street to pier 52 in mission bay. san francisco's next sunday streets is april 14 in the mission district and looks like a lot of fun out there. meet the newest members of the oakland zoo's mob. it's three meerkat babies called pups and they join a group of 5 adult meerkats as the first successful litter in over a year bass pups are very

fragile -- because pups are very fragile. zookeepers have high hopes for the litter. a south carolina volunteer firefighter is trained to save lives. but a recent rescue even caught him by surprise. brandon pool and his family found a box on the side of the road. first he thought it might have been a box of puppies. when he got closer he heard squealing. >> i thought it was baby pigs. i got closer and picked one up and it's three baby bears. >> that didn't quite work out well. his daughter didn't keep any of the cubs but they did take a lot of photos. cubs are now being taken care of by some zoo professionals. they look cute. >> did you see the claws on them already? >> about a size 12 nike. >> yeah. >> going to get big. 4:56 right now. choosing a pope. what clues we have about the top contenders. >> and workers in the south bay get a raise today. the worrisome businesses have about the minimum wage hike

and bart police want to know how an apartment homeless man got inside an elevator shaft. the man's body was removed early this morning after it was crushed by the elevator as it was going up. kpix 5 reporter cate caugiran has an update from the montgomery bart station. reporter: one bart police officer told kcbs radio this is the first case he had ever heard during thinks 28 years on the force. now, we know that it took authorities several hours to pull out the dead body of a homeless man in an elevator shaft. bart police say it appears he died after being crushed by the elevator just after 9:30 last night. a muni rider was using the elevator at the montgomery bart station and as he was inside he told police he heard a crunching noise and someone crying out in pain as the elevator stopped. police found a homeless man in

the elevator shaft. they also found out items on scene. >> bart police sergeant on scene did report that bedding and personal effects were found on top of the elevator car. now, whether those belonged to the man who is deceased or to someone else, and whether someone had been, you know, living in the shaft for a period of time, hopefully will be determined by the investigation. >> reporter: police say it appears the man was sleeping at the top and was crushed to death. he was found wedge between the elevator and wall of the shaft. this morning investigators are trying to figure out how that homeless man got into the elevator shaft and how long he had been there in the first place. live in san francisco, cate caugiran, kpix 5. >> there were no delays on bart or muni as a result of the incident. breaking news out of afghanistan. two american servicemembers died. a u.s. official says an afghan police officer opened fire inside a police station
